Abstract

ALVES, Vanessa; SAMPAYO, Mafalda Teixeira de; MARAT-MENDES, Teresa  and  MARQUES, Inês. António Moreira Veloso: Modern Architecture in the Tabaqueira Workers’ Neighbourhood (1960-1974). CIDADES [online]. 2024, n.sp24, pp.24-42.  Epub May 06, 2024. ISSN 2182-3030.  https://doi.org/10.15847/cct.33460.

The article analyses the morphological evolution of the Tabaqueira workers' neighbourhood, located in Albarraque, Sintra-Portugal. To do this, we investigate its territorial location, seeking to understand its formation, which emerged with the arrival of the tobacco industry in the municipality of Sintra. We contextualize the emergence of Tabaqueira in the temporal and spatial context. This involved understanding the industry’s influence on the city, as well as its role in implementing policies to support housing. The Tabaqueira workers’ neighbourhood was designed by architect António Moreira Veloso as a phased project, carried out between 1962 and 1974. In it, the residential units were planned to combine functionality with the quality of life in the countryside, through the creation of large green spaces. The construction of the neighbourhood took place within the legal framework of support for social housing, in line with CUF’s paternalistic policies. This culminated in the formation of a new centrality on the outskirts of Lisbon, driven by the services and facilities offered by the neighbourhood. We consider the Tabaqueira neighbourhood to be a modern construction full of lessons, with distinct qualities that time is unlikely to erase. We recognize the modern ethical ideals of architect António Moreira Veloso, who created an innovative work of great social relevance.
